Primary Duties

 

This is a grant-funded position.

 

Under basic supervision, coordinates and oversees housing rehabilitation, revitalization and construction projects funded by Department of Housing and Urban Development (HUD) grant programs, American Rescue Plan Act (ARPA) funding, and any additional funding sources identified.

 

Essential Functions

 

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

 

• Plans, oversees, and participates in the development and administration of the Housing Rehabilitation and Lead Based Paint Program; coordinates all technical aspects in connection with rehabilitation, lead abatement, maintenance, and new construction; assist in examining income and assets of property owners and tenants to determine eligibility for program participation.

• Plans, organizes, coordinates, and evaluates all work and activities involved in rehabilitation, lead abatement and new construction project(s) of including, but not limited to, low income, owner-occupied, and single-family and multi-family rental housing properties; serves as project manager through all phases of the project cycle, including development, preliminary design, construction and installation, field inspection, commission, and closeout.

• Plans, organizes, coordinates, and evaluates all work and activities involved in rehabilitation and new construction project(s) of lincluding, but not limited to, ow income, owner-occupied, and single-family and multi-family rental housing properties; serves as project manager through all phases of the project cycle, construction and, field inspection, and closeout.

• Conducts quality control of inspections for all projects such as rehabilitation, new construction, lead abatement and down payment assistance program.

• Coordinates the development of requests for proposals for the solicitation of contractors to participate in assigned projects, including the advertising and bid processes, evaluating proposals, and recommending project award; negotiates and administers contracts and agreements.

• Conducts regular site visits and inspects project progress and completed work to ensure compliance with all applicable codes, laws, and regulations; interprets contract documents, technical specifications and plans; issues change orders as needed; investigates and resolves complaints and problems and acts as mediator and coordinator between contractors and property owners; certifies completion of assigned projects and authorizes contractor progress payments.

• Inspects properties to identify rehabilitation, lead abatement, and maintenance needs; advises property owners and/or City staff regarding the best methods of correcting deficien­cies.

• Promotes rehabilitation and capital improvement programs; prepares press releases, flyers, and other informational resources; represents the City before various community groups.

• Monitors changes in laws, regulations, and technology that may affect program operations; implements policy and procedural changes as required.

• Creates, maintains, and directs the maintenance of records and databases pertaining to construction and rehabilitation programs and projects.

• Participates in the development, administration, and oversight of program budget.

• Supervises and trains staff and evaluates performance; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, quality standards and technical issues.

• Supervises staff and allocates resources; monitors workloads, workflow and timeline requirements; assures that Rehabilitation Specialists meet standards and quality customer service is provided.

• Resolves conflict between contractors and homeowners.

• Performs other duties as required or assigned.

• Driving is essential.

 

Qualifications

 

Required:

 

• High School Diploma or GED equivalent is required.

• Five years’ experience in federal government programs, construction, inspection, code enforcement, or plan review programs.

• Must possess a valid Texas Driver’s License.

 

Physical Demands

 

Medium work:

 

• Exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.

• Ability to run, jump, turn, pivot, stoop, climb and execute similar movements
