Primary Duties

 

Under the general direction of the Senior Administrative Services Manager, the Management Analyst II will be tasked with challenging, high-level projects in the City Manager’s Office and other city departments. Analyzes systems, procedures, and operations; designs and implements improved systems, procedures, and methods; and performs a variety of analytical and administrative tasks.

Essential duties and responsibilities may include, but are not limited to, the following:

 

• Identifies opportunities for improving service delivery methods and procedures.

• Identifies needed resources and implements improvements; coordinates and participates in city, department, division, or section organizational studies involving systems, procedures, functions, processes, technology, and techniques of operation or management.

• Provides a wide variety of analytical and research support in assigned departments or division; analyzes and makes recommendations for the solution of budgetary, fiscal, or operational concerns and issues.

• Conducts research projects designed to affect economy, efficiency, or controls in the

• operation or administration of various municipal activities.

• Works with stakeholders and subject matter experts to identify current processes and capabilities; analyzes historical data to plot trends; prepares the profile of area being studied; maps business processes and workflows; identifies future needs; conducts needs and gap analyses; and identifies opportunities for process improvements, innovation, and automation.

• Communicates business needs to technical professionals and other stakeholders; performs process and system re-engineering studies and reports; facilitates reengineering projects and change management; conducts meetings with staff to outline program goals and objectives; provides instruction on new processes or methods; and

• Interacts with various departments.

• Works within the City Manager’s Office on a variety of initiatives, including project management and process improvement.

• Implements program governance standards across the portfolio, including tracking, monitoring, and updating the status of program deliverables.

• Provides a wide variety of analytical and research support in assigned departments or division; analyzes and makes recommendations for the solution of budgetary, fiscal, or operational concerns and issues.

• Participates in budget development activities including financial research and program recommendations.

• Coordinates and administers Department processes, to include: setting up contracts; grant application and administration; procurement processing; and, other related duties.

• Coordinates and reviews the work plan for assigned program services and activities; monitors work flow; reviews and evaluates work products, methods, and procedures; and meets with employees to identify and resolve problems.

• Attends City Council meetings.

• Receives and responds to complaints and questions; reviews problems and recommends corrective actions; prepares summary reports as required.

• Develops City codes, ordinances, policies, and procedures across all departments.

• Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors, and City staff; maintains confidentiality of work -related issues and City information.

• Performs other related and assigned duties as required.

• Driving is essential.

 

Qualifications

 

Required:

 

• Bachelor’s degree in Business, Public Administration, Management or related field

• At least two years of management/analyst experience in a similar role in business, local government, or non-profit sector.

• To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.

• Valid Texas Driver’s License

 

Preferred:

 

• Master of Business Administration (MBA) or Public Administration (MPA) is preferred

 

Physical Demands

 

Light work:

 

• Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.
