Primary Duties

Under basic supervision, administers and coordinates training opportunities for the Water Utility Services Department. (WUSD).

 

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

 

• Administers and coordinates WUSD training opportunities by researching, scheduling, and documenting training, and coordinating the facilities, materials, and equipment.

• Monitors and tracks employees’ adherence to licensing requirements and identifies when employees’ certifications and licenses expire. Partners with Human Resources on training needs, assignments, and training documentation.

• Identifies training needs based on the department’s operations, certifications, and licensing requirements.

• Researches and evaluates training materials; reviews operations and incident reports to find training applicable to WUSD needs; monitors training classes and assures effective communication of critical issues and best practices.

• Creates career path learning plans for WUSD staff.

• May be presenting training specific to the department by utilizing appropriate training techniques, adult learning concepts, and facilitation skills: Maintaining training materials including video and other media.

• Analyzes operational information, evaluates trends, and coordinates plans to meet future needs; assures effective communication of training issues.

• Develops and evaluates training budget requests, monitors budget expenditures, adjusts as necessary, and reports budget information. Develops an annual training/conference calendar for management staff.

• Trains and assists staff; monitors operations for trends, meets with supervisory staff to assess training needs, and analyzes trends and procedural adjustments.

• Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information.

• May be required to respond after hours, including holidays and weekends, in the event of a departmental or City-wide emergency.

• Performs other duties as required or assigned.

• Driving is essential.

 

Qualifications

REQUIRED:

 

• Bachelor’s degree in Business, Education, Construction/Computer Sciences, or a related field

• AND three (3) years’ of experience in professional and/or program development.

• OR an equivalent combination of education and experience.

 

• Equivalency:

 

• Master’s Degree in Business, Education, Construction/Computer Sciences, or a related field AND one (1) year of experience in professional and/or program development.

• Associates Degree in Business, Education, Construction/Computer Sciences, or a related field AND seven (7) years’ of of experience in professional and/or program development.

• Eleven (11) years’ of experience in professional and/or program development.

 

• Must possess a valid Texas Driver’s License.

 

Preferred:

 

• Experience within Water Utility Training or a similar field.

• Licensing from Texas Commission on Environmental Quality (TCEQ) to teach basic utility courses.

 

Physical Demands

 

Light Work:

 

• Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.
