Environmental Compliance Coordinator   City of Waco   Salary: Depends on Qualifications   Job Number: 2022-01392   Location: Waco, TX   Department: Solid Waste   Job Type: Full Time   Summary   Under limited supervision, reviews Solid Waste Department (SWD) permit documents to verify compliance with state and federal laws and City policies and provides project management support for SWD capital improvement projects.   Primary Duties   Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:   • Oversees compliance monitoring; develops monitoring calendar, analyzes results of monitoring activities to determine the applicability of regulations, reviews and approves monitoring letters, and advises staff and sub-recipients/contractors on methods to resolve compliance findings or concerns. • Consults with state and federal agency representatives regarding regulatory interpretation and applicability of TCEQ and/or EPA requirements to specific situations. • Serves as Project Manager for capital improvement projects that includes oversight of feasibility studies to support SWD and design and construction of Solid Waste infrastructure. • Develops written documents or spreadsheets as tools to assist in the compliance and monitoring processes, guides staff, and ensures consistency and continuity of processes. • Coordinates with external or internal customers regarding compliance problems to resolve audit findings (Internal Audit, sub-recipient agencies), implement solutions, and/or make recommendations for solutions to compliance problems. • Reviews landfill documents, reports, and permits to verify SWD is in compliance with state, and federal regulations and City policies; performs field inspections, compiles data and maintains landfill permit records and develops activity reports for regulatory compliance. Maintains landfill permit records and documentation for all regulatory compliance. • Meets with citizens, businesses, and outside agencies to discuss SWD issues. • Conducts various meetings including pre-bid, bid-opening, and pre-construction. • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information. • May be required to respond after hours, including holidays and weekends, in the event of a departmental or City-wide emergency • Performs other related and assigned duties as required. • Driving is essential.   Qualifications Required:   • Bachelor’s Degree in Environmental Engineering, Engineering, Business or Public Administration, or a related field • Three years of disposal operations or related experience • OR an equivalent combination of education and experience • Must possess a valid Texas Driver’s License • Municipal Solid Waste Class ‘A’ license from Texas Commission on Environmental Quality is required within 2.5 years of hire.   Preferred: Experience in Landfill is preferred.   LICENSE AND CERTIFICATION:   • Must possess a valid Texas Driver’s License.   Physical Demands Light work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.   EEO Statement   The City of Waco is an Equal Opportunity Employer and is committed to providing fair and equal treatment of all applicants for employment without regard to race, gender, color, religion, national origin, age, disability, sexual orientation, or gender identity.
