Summary

 

Under basic supervision, leads the operation and maintenance of the City’s Geographic Information System (GIS) for the Public Works Department (PWD); administers system configuration, database management, data integration, security, client access and customer services.

 

Primary Duties

 

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

 

• Assists in the development, updates and maintenance of the City enterprise GIS System; creates new data layers and features; resolves problems within the scope of authority.

• Administers and maintains GIS database; develops and maintains large, complex, multi-layered digital spatial data sets and manages system functionality and user access.

• Monitors application functionality and utilization; researches traffic, security and access problems and develops solutions; detects and corrects errors; identifies technical problems which need to be addressed by improved procedures and work standards.

• Assists with technical support, development and modification of GIS databases and application integration.

• Produces special purpose digital maps and geo-based data for City departments and public agencies as directed; determines and executes the appropriate sequence of data processing tasks.

• Uses established GIS software programs, commands and compilation methods to manipulate data and generate special purpose maps and GIS products.

• Updates and maintains the GIS databases according to the department’s policies and procedures; cleans up data and makes corrections in response to changes and additional data sets integrated into GIS.

• Compiles, converts, manipulates and integrates GIS data; updates the digital data layers.

• Works with user departments to define GIS needs; analyzes requests for GIS data.

• Provides technical support and training for GIS users.

• Uses established AutoCAD software to convert and manipulate drawings/data for the GIS database

• Documents work completed; maintains work log of service requests, equipment malfunctions, software errors and failures

• Maintains project files, documents and records; prepares reports on program activities and performance.

• Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information.

• Performs other duties as required or assigned.

• Driving is essential.

 

Qualifications

 

Required:

 

• Associate’s Degree in GIS, Computer Science, Geography, Engineering, or a related field.

• Three years’ experience developing and maintaining a spatial database in an ESRI GIS program application.

• OR an equivalent combination of education and experience.

• Specific computer programming skills and languages may be required.

• Must possess a valid Texas Driver’s License.

 

Preferred:

 

• Additional experience with AutoCAD.

 

Physical Demands

 

Light Work:

 

• Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.
