Primary Duties

 

Under general supervision, ensures compliance with Federal, State and Local regulations regarding the Control Authority’s approved programs and associated limits.

 

Essential Functions

 

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge and skills. Essential duties and responsibilities may include, but are not limited to, the following:

 

• Protects the environment and health of the community by performing environmental inspections of industrial facilities, city facilities, and construction sites, conducting investigations and discrete monitoring to detect pollution of the local environment, gather information from internal and external customers in regards to illicit dumping, polluting, suspect discharges to the storm water conveyance and watershed.

• Reviews technical reports and plans, draft inspections reports, stormwater permit information, enforcement actions and participate in compliance actions.

• Ensures compliance in regard to analytical methods, sampling protocols, collecting and interpreting data.

• Interfaces and coordinate with other city departments and with the private sector to maintain compliance with Federal, State, and Local regulations.

• Collects watershed data for reporting and evaluation of program progress

• Conducts internal training and education activities.

• Conducts public outreach and education activities.

• Responds to emergency calls during precipitation events and on-call response spills and illicit discharges.

• Remains current with all TCEQ regulations on watershed protection and MS4 permit

• Maintains appropriate records and respond to Open Records requests.

• Facilitate resolution of compliance issues, apply and enforce statutes, regulations, ordinances and policies governing the Control Authority’s approved programs.

• Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and City staff; maintains confidentiality of work-related issues and City information.

• May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.

• Performs all other related and assigned duties as required to ensure regulatory compliance and water quality.

• Driving is essential.

 

Qualifications

 

Required:

 

• Associates Degree in Health and Safety, Chemistry, Science, Environment, Biological, Applied Science, or a related field.

 

Preferred:

 

• One year of experience in sample collection, compliance, or industrial processes.

 

Physical Demands

 

Medium Work:

 

• Exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
