Summary

 

Minimum Starting Salary $70,000 annually depending on qualifications

 

Under general supervision, plans, coordinates, designs, directs, evaluates, and manages capital projects for the Parks & Recreation Department.

 

Primary Duties

 

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

 

• Manages and coordinates capital projects for the Parks and Recreation Department to meet the City of Waco’s scope, schedule, budget, and quality goals in the development or modification of parks, trails, public landscapes, facilities, and buildings.

• Manages project activities from initial project assignment through all subsequent phases to completion, including studies, planning, land acquisition, design, bidding, and construction; and coordinates associated procurement, agreements, and contracts as needed; coordinates projects with other staff, departments, organizations, and governmental agencies.

• Creates or oversees the creation of master plans, project designs, specifications, project schedules, and grant applications for Parks and Recreation projects.

• Coordinates resource assignments, as well as selection and performance monitoring of professional service providers, or multi-disciplinary teams, including architects, landscape architects, engineers, planners, and surveyors and reviews their subsequent work products to complete required tasks.

• Coordinates, plans, directs, reviews, and verifies the work of project personnel and contractors in all phases of work, including studies, planning, construction, and environmental review activities; and assures regulatory code and grant compliance and use of efficient and sound practices.

• Coordinates and verifies all required project activities performed by external providers/vendors, including inspection of Parks and Recreation capital projects to assure compliance with plans, specifications, rules, and regulations, including storm water regulations and the Americans with Disabilities Act (ADA).

• Provides ongoing project risk assessment to proactively identify risks, communicate them in a timely fashion, and develop effective mitigation strategies.

• Coordinates project reporting systems and administration procedures; gathers and evaluates project data to provide accurate and timely reporting; maintains project files, documents, and records; prepares reports on program activities and performance; contributes to the creation and maintenance of the Parks & Recreation Department asset database.

• Provides necessary support for the planning and establishment of Capital Improvement Program (CIP) priorities for the Parks and Recreation Department; makes recommendations based on studies and analysis.

• Facilitates or attends public meetings/hearings in support of project goals; serves as a representative of the Parks and Recreation department in other inter-departmental and inter-agency forums.

• Supervises staff, develops priorities, and assigns tasks and projects; develops staff skills and training plans and conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, workload, technical and recordkeeping issues.

• Supports the relationship between the City of Waco and the public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information.

• May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.

• Performs other duties as required or assigned.

• Driving is essential.

 

Qualifications

 

Required:

 

• Bachelor’s Degree in Landscape Architecture, Architecture, Planning, Civil Engineering, Construction Management, or a related field

• Four years’ park planning or project management experience including supervisory experience

• OR an equivalent combination of education and experience

• Must possess a valid Texas Driver’s License

 

Preferred:

 

• Registered Landscape Architect designation by Texas Board of Architectural Examiners is preferred.

 

Physical Demands

 

Medium Work:

 

• Exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
